~~ March Highlights~~

MARCH
CONGRESSIONAL ART COMPETITION
FOR NORTH TEXAS HIGH SCHOOL STUDENTS

"An Artistic Discovery" is the annual nationwide Congressional High School Art Competition initiated by Members of the U.S. House of Representatives. Each Congressional District may host its own competition, and since the competition was first launched in 1982, hundreds of thousands of students have participated in over 5000 locally conducted contests.

This spring, several North Texas Congressional offices will hold contests. The winning student from each district will have his or her artwork displayed in the U.S. Capitol complex for one year! In addition, the winners and their two guests are invited to the nation's capital in the summer to attend a ribbon-cutting ceremony honoring the winning artists from across the country and opening the 2008 "An Artistic Discovery" exhibition. Thousands of people visiting the nation's capitol, as well as Members of Congress and their staffs, are able to walk through the exhibit daily, viewing artwork from Congressional districts throughout the country--each piece highlighted with the name of the work and student artist.

Interested students and teachers should contact their congressional office ASAP for more information.

Why Should I Vote in the Primary
By Tim Lambert

On Tuesday, March 4 voters in Texas will go to the polls to nominate candidates to represent political parties in the general election in November. Many citizens fail to understand the significance of these primary elections. It is not uncommon to hear complaints by people who do not like the choices they have in the general election. Usually, these same people did not participate in the primaries to help choose parties' nominees. It is the dedicated and committed few voting in a primary that set the choices for the majority in the November elections.

Karl Rove, former political chief for President Bush, noted that the turnout of evangelical Christians in the presidential election of 2000 was down from 19 million in 1996 to 15 million. He speculated that Christians may be "returning to the sidelines." If this is true, some might argue that the people whom evangelicals have been electing to office have not done what these voters expected. They have concluded that the process does not work or that it is not worth the time and effort to be involved in the political process.

One has only to look at the presidential election of 2000, which was one of the closest in American history, to realize that we can make a dramatic difference in our country by being involved politically. Please do not misunderstand. I am not saying that government is the solution to all our problems. What I am saying is that many of our problems as home school families are the result of government at some level and that this can be changed through our involvement in the process by which Americans choose our government. George W. Bush was reelected in 2004 because thousands of new voters made the commitment to vote for him. He is also President today because some people campaigned for him to gain the nomination on the Republican ticket. In fact, far fewer people were involved in his becoming the Republican nominee than were involved in his being elected in the general election.

Texas home school families are vulnerable every time the legislature meets. But this year we are more vulnerable because the teachers' unions and gambling interests are seeking to unseat Republican State Representatives who have been staunch supporters of home schooling and to win open seats. These unions oppose home schooling and think we should be regulated by the state and thus they support candidates who very often believe that. This can be prevented in Texas, by God's grace, through the involvement of home schoolers across the state in campaigns for candidates who understand and are supportive of home schooling freedoms for parents.

I strongly urge you, everyone you know who shares your philosophy of freedom for home schooling, to vote in the Republican or Democratic Primary on March 4. In addition to voting in the primaries, those willing to be active in the political process can truly impact the positions of the political parties. I sometimes hear people say that neither of the major political parties reflects their philosophical positions, so they have joined a third party or become an independent affiliated with no political party. The problem with this approach is that third parties almost never elect anyone and, therefore, do not directly affect public policy.

Texas has open primaries, which means that any registered voter in Texas may vote in any political party's primary. However, he may only vote in one party's primary that election year, and he may not vote in a run-off election of another party. Registered voters who did not vote in any primary at all may vote in a run-off election of any party they choose.

In a primary, very few people vote compared with those who vote in a general election. I repeat: people sometimes complain that they have no good choices in the general election. Those who vote in the primary are choosing the nominee of their political party and therefore, with fewer voters involved, have a greater influence on the final outcome of the general election. Those who wish to be good citizens and enhance their impact on the government vote in the primary. For information on THSC's Good Citizenship Program and how home school students can learn about government first hand, click here.

The impact that home schoolers in Texas have had on the Republican Party of Texas is a good example of how a dedicated group of people can impact a political party.

In the early 1990s, Texas home schoolers began to vote in the Republican primaries and attend precinct conventions at the polling places after the polls closed. These activist home schoolers and like-minded friends were then elected as delegates to the county or senatorial conventions two weeks later. There, they presented and passed resolutions that represented their philosophy and elected themselves and friends as delegates to the Republican State Convention. Home schoolers on the platform committee were successful in getting the committee to adopt a resolution extolling the virtues of home education and opposing regulation by the state. When the full convention adopted that report, the official position of the Republican Party of Texas became pro-home schooling. This year we are supporting a resolution promoting the Texas Parental Rights Restoration Act (TPRRA). (See third article.)

As home school families continue to be active in the political process, they gain in government an advantage that protects their freedoms to teach their children at home. If we flag or wane in our efforts or begin to "return to the sidelines," we risk losing the freedom that we currently have and diminish the possibilities of gaining more freedoms. My prayer is that you and your family will continue, or begin, to practice good citizenship by voting in the primary of the party of your choice next Tuesday and taking part in the convention process of the political parties in Texas.

For your information, I have a brief description of the political party convention process below with a link to the two major political parties' rules that outline their respective guidelines for choosing delegates and adopting the platform of the party.

Democratic Party Link

Republican Party Link

Political Party Convention Process
Political parties in Texas outline their governing philosophy through a convention process that begins at the precinct or neighborhood level. On the night of the primary, each precinct has a convention that is open to anyone who voted, either that day or in early voting in the party's primary. Two major things are done at that meeting. After the election of a chairman for the meeting, the precinct convention elects a number of delegates to represent the precinct at the county or senatorial convention approximately two weeks later. Each precinct can send a certain number of delegates. Once that is done, the floor is open for any delegate to offer resolution(s) on any topic for discussion and vote. (See the next article for resolutions proposed by THSC PAC.) All resolutions that are adopted will be forwarded to the resolutions committee at the next level, the county or senatorial convention. The resolutions adopted in each precinct reflect the philosophy of the majority participating at that convention.

Two weeks from the Saturday following the primary, county or senatorial conventions are held. Each county that is wholly contained in a Texas senatorial district has a county convention. Those counties that are split between more than one state senatorial district have senatorial district conventions. Delegates elected at precinct conventions attend to represent their precincts. At these county/senatorial conventions, delegates elect delegates and alternate delegates to represent their county/senatorial district at the political party's state convention and adopt resolutions that will be sent to the platform committee of the political party's state convention.

In the summer, the political parties meet at state conventions to elect party officers and adopt a platform based on resolutions that began in the precincts. Each political party's platform is a public statement of its governing philosophy. Thus, those who take part in this process choose who will lead that political party for two years and have a voice in expressing the philosophy of the party. The political party is defined by those who participate in its convention process. Parties change over the years based on those who are participating in and defining that political party.

Home school parents who wish to take part in this process and give their children that experience should get a copy of the political party's rules from the party's county or state headquarters and become familiar with parliamentary procedure. Each time one goes through this process is a great educational experience.

Tim Lambert is the president of the Texas Home School Coalition and has been involved in home school leadership in Texas for over twenty years. He and his wife Lyndsay taught their four now-grown children at home for sixteen years, graduating the last two in 2000. Boy Scouts to Host a Two-Day, Multi-County Event for Home Schoolers
Written by Jason Beuscher

The Boy Scouts of America loves home-schoolers, and is planning a special event for home school families in April!

The Longhorn Council of the Boy Scouts of America, which covers 23 counties in North Texas, is hosting two-day information meetings on April 3 and 8th at 3:00 p.m. for home school families interested in scouting. The event will take place in 18 locations throughout the North Texas area.

Families can visit one of 18 locations to learn more about the Boy Scouts and the different scouting options available. Families will be able to ask questions, meet local scouts, and register for the type of scouting that best suits their needs.

The Boy Scouts offer several different scouting options, depending on the needs of your family:

Lone Scouts - Home school families are eligible to register boys age 7 and up for this program. Lone Scouts is a program that allows a boy to work individually with a parent or counselor to achieve the scouting requirements in Cub Scouts and Boy Scouts.

Cub Scouts - Families may register boys ages 7-10 to join an existing Cub Scout pack that is close to their residence. Boys are separated by age/grade and learn the skills and values of Cub Scouting along with other boys in their neighborhood. Group outings, camping experiences, and making new friends with similar morals and values is a benefit to this program. At the event, parents will be given the contact information for these groups to help them find a pack near them.

Boy Scouts - Families may register boys ages 11 and up to join an existing Boy Scout Troop that is close to their residence. Boy Scouts is a boy-run program advised by a team of adults. The boys elect leaders from their group to act in leadership positions for the troop. The troop is broken down into patrols where a patrol leader is elected. The boys work together to learn the skills and values of Scouting and then put them to use on outings and campouts.

Forming a new Cub Scout Pack or Boy Scout Troop - Home school support groups will have the opportunity to form a Pack or Troop with their families that are interested in scouting. More information about this option will be provided at the meetings.

Venturing - This program is for boys and girls 14 to 20 to learn real world experiences as a group. The group takes real scenarios and like “how to buy a car” and figures out how it really works.

A list of the current locations and dates is located at: www.heartoftex.org under
“Scouts.”

4. TEXAS STATE FISH-ART CONTEST

ENTRIES DUE MARCH 31, 2008

The Texas Freshwater Fisheries Center is the official host for the Texas State-Fish Art Contest sponsored by Wildlife Forever. All Texas entries in the annual contest are to be sent to TFFC for judging. Winning Texas entries will be forwarded to Wildlife Forever to compete for national best of show and art of conservation stamp honors.

Who Can Participate: All Texas students in grades 4 through 12.

Categories: State-Fish Art Contest entries are judged in three categories: grades 4-6, grades 7-9 and grades 10-12. One Texas winner from each category is selected each year.

Winners are invited to attend the national awards ceremony at Minnesota's Mall of America each summer. Winning designs will be featured on the official State-Fish Art website. One piece of artwork in each grade category will be selected as the national best of show winner, and one entry will be chosen as the annual art of conservation stamp award and be featured on Wildlife Forever's conservation stamp for the coming year. Entries must be postmarked by March 31 each year and must comply with all rules and regulations. An official entry form must accompany all entries.

How to Enter: Students must create an illustration of the Texas state fish or one of the other state fishes and write a composition on its behavior, habitat and conservation. Texas students are encouraged, but not required, to depict the Texas state fish, the Guadalupe bass. Texas entries are judged only against other Texas entries no matter what fish is depicted.

About the Contest: The State-Fish Art Contest is part of a conservation education program designed to spark the imaginations of students while providing valuable lessons about fish and the importance of conserving Texas' aquatic resources. We also offer you the choice to use our free lesson plan.

8. TEXAS HOME SCHOOL COALITION GOOD CITIZENSHIP AWARD PROGRAM

In 1915 the Texas legislature adopted a compulsory attendance statute as part of the Texas Education Code. This law required attendance of children in a public school unless they had a tutor or went to a private or parochial school that taught a course in good citizenship. Over seventy years later the Tarrant County judge who ruled in the Leeper v. Arlington ISD case that home schools were indeed legal in Texas also required that students who were taught at home use a curriculum from any source that covered the “basic educational goals of reading, spelling, grammar, math, and a course in good citizenship.” He used the language of good citizenship because it was in the compulsory attendance statute that exempted students from public school if they were going to a private school. The judge determined that such a course was a civics course or a study of government.

What is a course in good citizenship: For a detailed description, please visit: http://www.thsc.org/good_citizen/good_citizenship_program.asp

The Good Citizenship Certificates and Awards
THSC has instituted an ongoing program to recognize home school students who participate in good citizenship activities with its Good Citizenship Certificate. This certificate will be awarded to each student who participates with at least forty (40) hours of volunteer work in any combination from the following areas: Voter Registration, Political Party Process, Campaign Process, and Legislative Process.

Home school students may be awarded THSC Good Citizenship Certificates at any time following the completion of 40 hours of good citizenship work.

Any home schooled student who earns a Good Citizenship Certificate is automatically entered into the competition for THSC’s Good Citizenship Awards. The following awards recognize the Texas students with the most volunteer hours (highest number of voters registered for the Alamo Award) in each category and are presented at the annual THSC Awards Banquet.

Alamo Award
New voters can be registered most easily when an adult becomes a deputy voter registrar. The parent or support group member can then work with home school students as a deputy voter registrar to take voter registration cards to people who fill t hem in and give them to the deputy voter registrar. These completed cards will then be delivered by the deputy voter registrar to the voter registrar of the county. Home school students can use meetings of support groups, church meetings, and other gathering to register new voters. Deputy voter registrars will be responsible for documenting the number of hours completed by home school students in this area for credit toward the THSC Good Citizenship Certificate. In addition, THSC will award the Alamo Good Citizenship Award to the student who registers the most new voters in Texas for each year.

Ranger Award
Credit for the certificate may also be earned by volunteer work in the campaign of candidates for public office. Any local, state, or federal campaign qualifies for this effort. Campaign officials are responsible for documenting the number of hours completed by home school students in this area for credit toward the THSC Good Citizenship Certificate. In addition, THSC will award the Ranger Good Citizenship Award to the student with the most hours of volunteer work in political campaigns.

Lone Star Award
Home school students may earn credit for good citizenship in the political party process by volunteering to help at precinct, county/senatorial, or state conventions or other political party functions of their chosen political party. Political party officers are responsible for documenting the number of hours completed by home school students in this area for credit toward the THSC Good Citizenship Certificate. In addition, THSC will award the Lone Star Good Citizenship Award to the home school student with the most hours in the category of the political party process in Texas.

Republic Award
Finally, credit for this certificate may also be earned by students who are involved in the legislative process at any local, state, or federal level. Time spent in working for or against any particular issue qualifies. Parents or leaders of any group working on such issues are responsible for documenting the number of hours completed by home school students in this area for credit toward the THSC Good Citizenship Certificate. In addition, THSC will award the Republic Good Citizenship Award to the home school student with the most hours each year in the category of the legislative process.

The THSC Good Citizenship Certificates will be mailed to students upon receipt of verification from the officials documenting the hours. The Alamo, Ranger, Lone Star & Republic Awards will be given to winners at the THSC Awards Banquet held each year.
